President Yoweri Kaguta Museveni has dissolved Cabinet ahead of his swearing in on the 12th May 2021.
President Museveni dissolved the current Cabinet yesterday 3rd May 2021 at State House, Entebbe where he later treated his Lieutenants to a dinner.
“On behalf of NRM and the government, I thank the members of the cabinet collectively and individually for serving the country for the last five years,” Museveni told the outgoing Ministers.
This term was one filled with challenges; locusts, rising water levels, and the COVID-19 pandemic. However, we managed to come together in these crucial times to serve diligently. I salute you for the hard work.
After chairing the last cabinet meeting of the 2016-2021 term, Museveni hosted the members to a luncheon in the gardens.
Going by the culture that political failures lose their Ministerial positions, the following are likely not to bounce back in the next Cabinet: Vice President Edward Ssekandi and senior cabinet colleagues Amelia Kyambadde, Elliod Tumwesigye, Prof Ephraim Kamuntu and Vincent Sempijja.
Others kicked out by voters are: Dr Crispus Kiyonga, Ruth Nankabirwa, Saida Bumba, Chris Kibanzanga, Evelyn Anite and Isaac Musumba.
The list also includes; C Muyingo, J Maganda, Betty Kamya, Florence Nakiwala, Betty Anywar, Earnest Kizza, R Kibuule, M Rukutana and E Tumwesigye.
Others are S Galabuzi, Rose Sseninde, A Akiror, Molly Kamukama, Ephraim Kamuntu, Judith Nabakooba, S Lokodo, Ruth Nankabirwa, K Atwooki, H Kasolo and Joy Kabatsi.
After the 2016 elections, Museveni dropped 30 Ministers most of whom lost their parliamentary seats. They included; Jessica Alupo- Minister of Education, Henry Kajura- Minister for Public service, Rebecca Amuge Otengo– Minister of State for Northern Uganda, Rose Akol-Minister of Internal Affairs, Abraham Byandala- Minister of Works, James Baba-State minister for internal affairs, and Dr Chripus Kiyonga- Minister of Defense.
Others were; Maria Mutagamba- Minister of Tourism, wildlife and antiquities,Tarsis Kabwegyere- Minister of General Duties office of the prime minister, Tress Buchanayandi- Minister of Agriculture, Animal Industry & Fisheries, Daudi Migereko- Minister of lands,Housing and Urban Development and Engineer John Nasasira-Minister for ICT.
Museveni also saw off Henry Banyenzaki – Minister of State for Economic Monitoring, Vincent Nyanzi- Minister of State in the Vice President’s Office, Sam Engola- Minister of State for housing, Barbara Nekesa Oundo- Minister of state for Karamoja affairs, Christine Amongin- State Minister for Teso affairs, Fred Ruhiindi- Attorney General, Asuman Kiyingi-State Minister for regional cooperation, Zerubabel Mijumbi Nyiira –Minister of State for Agriculture, Kamanda Bataringaya-Minister of State for Primary Education, Fred Jachan Omach- Minister of State for Finance, Planning and Economic Development, and Aston Kajara- Minister of State for Privatization.
The rest were Caroline Okao Amali- Minister in charge of micro-finance, Lukia Isanga Nakadama –Minister of State for Gender and Culture, Sulaiman Madada-State Minister for Elderly and disabled, David Wandedeya Wakikona – Minister of State for Trade, Flavia Nabugera Munaaba- Minister of State for Environment, Thembo Nyombi- State Minister for ICT and Mbaguta Ssezi- Minister of Public service.
