Former Lira City Deputy Town Clerk Remanded Over Abuse of Office

Former Lira City Deputy Town Clerk and now Town Clerk, Nebbi Town Council has been arraigned before the Anti-Corruption Court in Kololo, Kampala and remanded.


Ogweng Patrick appeared before Anti-corruption Court on Monday, 3rd April, 2023 on charges of Abuse of Office, Forgery and Conspiracy to defraud.


According to the State House Anti-Corruption Unit, Ogweng and others at large connived and forged minutes purportedly made by the Physical Planning Committee to process a land title on part of Mayor’s Gardens in Lira City in the names of Olet Patrick.


Ogweng has been under investigation by the State House Anti-Corruption Unit investigation into the giveaway of Lira Mayors Garden land.


On 27/7/2022, investigators from the State House Anti-Corruption Unit were in Lira city to record statements from some staff of Lira city council over the giveaway of plot 2 Isaza Ogwang Guzi road which is part of Lira mayor’s garden.


At the beginning of the investigations, Ogweng accused the State House Anti-Corruption Unit of harassing him and tainting the good reputation he had taken long to build.



Ogweng also said then that his signature was forged in a letter dated 30/8/2018 purported to have been signed by him for the giveaway of plot 2, Isaza Ogwang guzi road whereas it was not the case.


He accused the State House Anti-Corruption Unit of conniving with Lira Ministry Zonal Lands Office to author the letter to be used against him in the investigation into dubious land dealings in Lira city.


The legal officer of the State House Anti-corruption unit, Samuel Arinaitwe who was leading the investigations into land transactions in Lira city and district said then that Ogweng was aiming at tampering with investigation against him.


Arinaitwe said they had adduced due evidence against Ogweng awaiting his trial in court.


Ogweng in not new to controversy, 2019, Hon Mike Ogwang Olwa, the Deputy Mayor, and Patrick Ogweng appeared before Pamela Ochaya Lamunu, the chief Magistrate anti-corruption court where they were accused of making a false statement of accountability.


The duo was accused of making a false statement of accountability after irregularly awarding a contract worth Ugx25,000,000 to the Director of Amazing Grace Nursery school  Lira for the management of coronation park to the Town Clerk Lira Municipal council.
