The office of the Resident District Commissioner, Namisindwa district has suspended the ongoing construction works of the main gate at Bumwoni health centre III in Bumwoni Sub County pending investigations.
Last week three people Robert Kalura, Joseph Khisa and Robert Fund, workers at the site got serious injuries after the gate they were constructing collapsed on them due to shoddy works according to Robert Mukelule, the Namisindwa district acting engineer.
According to Mukelule, the engineers did sub standard work by mixing less cement, using small bars and not mixing good concrete which led to the collapse of the gate during construction.
Now Julie Namara, the Namisindwa Deputy Resident District Commissioner has today morning, 2nd May, 2023 said they have suspended the works to investigate and identify the real cause of the collapse.
She adds that they want also to investigate how Fred Khaukha, the in charge of Bumwoni health centre III got the contract of constructing the gate which contravenes the law where civil servants are not entitled to have any tender.
Michael Khaukha, the LCIII chairperson of Bumwoni Sub County welcomed the suspension of the works such that they can rectify the problem and have quality work done at the site.
He adds that the sub-county got 30 million shillings under results-based funds [RPF] from the Ministry of Health to construct that gate but it was the district procurement department which awarded a contract to Cliff Investment and Construction Company owned by the in-charge without consulting the sub-county leadership.
John Musila, area Member of Parliament representing Bubulo East constituency has asked the office of the RDC to arrest the in charge for doing poor quality work which has cost taxpayers and injured innocent Ugandans who were working at the site and that as a civil servant he is not entitled to contracts.
Getting a comment from Fred Khaukha who owns Cliff Investment and Construction Company also doubling as the in charge of Bumwoni health centre III was futile by press time after picking up our calls and saying he can’t comment on the matter.
