BUDUDA: How Science Sec School Teacher on Forged Appointment Letter Blew Cover, Arrested

FORMER PRINCIPAL HUMAN RESOURCE OFFICER ARRESTED FOR SAME FORGERY

A Science School teacher who has been on government payroll but on forged appointment letter has been arrested together with the Principal Human Resource Officer who initiated the process.

 

Prosper Wambalya who has been purporting as a teacher at Bulucheke secondary school was arrested last week on orders of the Resident District Commissioner after he blew his own cover by applying for the same position after getting the requisite qualifications.

 

According to the RDC, George Owanyi Akwan, Wambalya who was given a forged appointment letter by the then Principal Human Resource Officer, Michael Matsyetsye in 2021 later applied for the same position with the Education Service Commission after he attained the required qualifications.

Matsyetsye was also arrested although he had since retired from service.

 

Wambalya passed the interviews but things turned nasty when the Ministry of Public Service officials were enrolling him onto the payroll and discovered he had been earning salary since 2021 up to last month, May 2023.

 

The RDC told this website that the Ministry of Public Service then instructed him to carry out further investigations which he did culminating into the arrest of the two.

 

According to Rogers Taitika, the Elgon region police spokesperson, police arrested Wambalya last week after discovering that he has been illegally occupying the office as a teacher of Bulucheke secondary school.

 

He says that Matsyetsye while at office, forged an appointment letter for Wambalya which helped him to access government payroll at Ministry of public service from 2021 up to last month of May 2023.

 

Milton Kamoti Wasunguyi, the Bududa district LCV chairperson has condemned what the two did saying they have cost the tax payers.

 

Kamoti adds that the law should take its course such that the two can be penalized to be an example to others in the country.

 

By the time of filing this story, the teacher had already been remanded to Malukhu government prison whereas the former Principal Human Resource Officer was still at Bududa Central Police Station.
