This has just been revealed today, 28th June 2023 by the Chief of Defence Forces (CDF) in a brief statement.

“The CDF is pleased to announce the promotion of Brig Gen, RICHARD OTTO to the rank of Maj General by the president of the Republic of Uganda and Commander in Chief of the Uganda People’s Defence Forces,” the statement reads without divulging details.

Major General is only one rank away from a full General, that being the rank of Lt. General.

Major General Otto is known to have fought LRA’s Joseph Kony in the wilderness of Central African Republic before he deployed to Somalia in 2020 as Contingent Commander of Ugandan troops in Somalia. By default he was also the AMISOM Sector 1 Commander.

While leaving Somalia after his tour of duty, the then AMISOM Force Commander, Lt. Gen. Diomede Ndegeya, hailed the Ugandan top officer for his diligence and tenacity, in the implementation of the mission’s mandate.

“Let me congratulate you, General Richard Otto, for your professionalism, experience, hard work and the leadership that you exhibited during your tour of duty as AMISOM Sector 1 Commander,” the Force Commander said.
