A Section of Sironko District Councilors is threatening to impeach their LCV Chairperson for allegedly reneging on his own promise to reshuffle the District Executive Committee after two and a half years.
This group of Councilors led by Muhammad Wakwaba, councillor of Namugabwe sub county says that during the appointment and council approval of district executive committee members in 2021, the LCV Chairman, Livingstone Giluli reached a gentleman’s with them that he will be carrying out reshuffles after two and half years.
He argues that what has annoyed the councillors is that the time frame has elapsed and yet they have not seen any reshuffle adding that when they try to inquire from the district chairperson, he responds to them with a rude language.
Maris Mudenga, the Mutufu Town Council Councillor says that it looks very bad for the district chairperson to violate his own agreement he made before council.
Fred Gidongo, councillor of Busamaga says that most of the DEC members from the National Resistance Movement (NRM) Party are in opposition in Sironko district government since the district chairperson subscribes to Forum for Democratic Change Party.
He adds that those DEC members subscribing to NRM are incompetent and are aiming to fail the chairperson with his government such that they are not voted back into office during the 2026 general election.
They add that if the district chairperson fails to reshuffle, they are going to move a motion and impeach him out of office.
However, Yeku Gudoyi, a councillor representing Bubeza Sub County, described what his colleagues are planning as unconstitutional.
He adds that it’s true the district chairperson pledged to reshuffle but he can’t be forced since it’s not constitutional that the chairperson has to make changes in DEC during his term of office.
Lydia Gimono, the Sironko District Vice Chairperson also doubling as female councillor representing Budadiri Town Council has asked the complainants to bring evidence which pins the chairperson as he agreed with councillors during council that reshuffles in DEC will be after two and half years as they allege or take legal actions.
She adds that according to the local government act, a district chairperson makes reshuffles by his or her own whim, but not by force.
Getting a comment from the district chairperson was futile by press time after not picking our repeated calls.
