The Ministry of Public Service has closed the window for accessing new staff on the payroll system effective next Financial Year.

According to a directive from the Ministry of Finance, Planning and Economic Development issued by Ramathan Ggoobi, any new records added shall require prior approval by Ministry of Public Service upon confirmation of availability of the Wage Bill.

Ggoobi revealed this on Thursday 11th April, 2024 while releasing the money for the last quarter for Financial Year 2023/24.

“Any shortfalls arising from Accounting Officers recruiting staff without authority by the Ministry of Public Service shall be deducted from the unconditional non-wage grant or local revenue to address the resultant funding gap,” said Ggoobi.

Ggoobi says this is an attempt to address persistent shortfalls in salaries, pensions and gratuity.

This decision was informed by the Auditor General’s Report that indicated that some Accounting Officers been recruiting staff over and above the approved wage bill for FY2023/4 and went ahead to access them into the payroll in total disregard to warnings from the Finance Ministry.

Apart from closing the payroll access window, Ggoobi also promises to administratively deal with the Accounting Officers and their technical staff who undertook the unauthorized recruitment.
