Government has put a temporary freeze on new recruitments of civil servants effective Financial Year 2024/25 save for four exceptional cases that have been outlined by the Ministry of Finance and Economic Development.

This is contained in a Budget Execution Circular dated 15th July, 2024, signed by the Ministry’s Permanent Secretary, Ramathan Ggoobi and addressed to al Accounting Officers.

In the Circular, Ggoobi says that there will be no recruitment of staff both Public Service or Contract Staff during this Financial year.

However, he gives four unique cases under which such recruitment can take place. These are; Replacement basis for those who have retired, died or absconded.

Special allowance has also been given to incapacitation (replacing those who can no longer work because of sickness, or accidents).

The other unique case is where funds have been provided for recruitment of teachers and health workers under UGIFT programme and where there is Explicit Clearance from both the Ministry of Finance, Planning and Economic Development and the Ministry of Public Service.
