Mayor Fabrice Rulinda whose seat is wanted by his deputy

The Entebbe Deputy Mayor, Charles Kabwama, has today February 27, 2025, declared his interest to run for mayorship in 2026 general elections and vowed to unseat his boss, Fabrice Brad Rulinda.

He said being a deputy, you have no full powers to decide on issues affecting the electorate yet to him there are a number of gaps that need to be addressed especially in areas of health, road infrastructures, education, sports among other sectors. He noted that Entebbe being a gateway to Uganda and above all, being the first capital city of Uganda, the people of Entebbe deserve better service delivery which he intends to offer.

During an interview with this reporter, Deputy Mayor Charles Kabwama explained the key sectors he intends to fix once elected Entebbe municipality mayor:

Health sector:” I will prioritize the health sector whose budget is low but this would be sorted out once I am elected mayor. Both Kigungu and Katabi Health Center 111, receive low supply of essential medicines yet these health facilities are overwhelmed with huge number of patients. These health centers are also understaffed and each lack a qualified doctor. During my tenure in office I will address all these issues.

On the education sector: “Our teachers are not motivated and to make matters worse the school structures are in dire state and require facelift. For instance, Joseph Katabi primary school is in bad state and it is overwhelmed with so many pupils. Though my boss has taken the issues lightly, I intend to address them.

“We also need to promote talents in schools but this is insurmountable if there are no enough training grounds. So when I assume office I will make sure every school has a playground.’

On the issue of recreation grounds : Mr. Kabwama claims all the recreation grounds have been demolished citing Entebbe Institute  Club which is the latest to be demolished.

Unity: Immediately after political season I will promote unity among the people of Entebbe regardless of one’s political affiliation.

Remuneration of councilors: “I will advocate for better remuneration for councilors. For instance a counselor who supervises a billion shilling project is paid peanuts. Imagine a councilor is paid a monthly salary of Sh.400, 000 for advocacy.”

On the issue of sanitation: ‘ I believe the sanitation in Entebbe is wanting. I intend to address this issue through bulungi bwansi(community cleaning program) which will be conducted on a monthly basis.

On security issue, the issue of security has been left to security organs yet as leaders we are key stakeholders in ensuring that the electorate are very secure. In Entebbe, we have black spots in areas of Lunyo east, and Lugonjo village. I will ensure all roads are lit with security lights.

Lastly on the issue of physical fitness he says: “I would ensure all playgrounds including Namate playground among others are repaired and re-greened. When people engage in physical exercise- this reduces the risk of contracting preventable diseases.
