Atuhaire Hope, the Resident District Commissioner (RDC) of Kween, has revealed that some individuals are using the identification documents of deceased persons to access funds under the Parish Development Model (PDM).
She described this as a fraudulent practice that is undermining the implementation of the wealth creation initiative. Atuhaire made these remarks while officiating at the groundbreaking ceremony for the ATARI Irrigation Scheme in Kween and Bulambuli districts on Thursday, 27th March, 2025.
She stated that authorities have launched a crackdown on individuals illegally benefiting from PDM funds. According to Atuhaire, some Parish Development Committees are facilitating their wealthy relatives to access the funds, while others are acquiring new mobile phone lines to fraudulently share the money. She warned parish chiefs against engaging in such malpractices, emphasizing that they hinder the program’s success and overall development.
The RDC urged farmers to invest the funds in productive ventures to achieve meaningful economic growth. She also raised concerns over rampant theft, cattle rustling, and land grabbing, which she cited as major challenges in the region.
Meanwhile, Irene Muloni, the Woman Member of Parliament for Bulambuli, called on technocrats to prioritize the poorest members of the community and uphold the original objectives of the initiative.
