The Minister of Justice and Constitutional Affairs has strongly condemned the manner in which the Chief Bodyguard to NUP President, Robert Kyagulanyi has been handled by security operatives.

In a public statement issued on Monday, 5th May, 2025, Nobert Mao says the production of Edward Sebuufu a.k.a Eddie Mutwe at Masaka High court visibly weak and showing signs of having been tortured is an abuse of judicial processes.
“We emphasize that the presumption of innocence is unequivocal and non-negotiable,” says Mao adding that no citizen should be subjected to any punishment unless found guilty after due process in the courts of law.
He argues that producing an illegally detained, tortured and brutalized suspect before any court of law is an abuse of the suspect’s constitutional rights and should be roundly condemned.
The Minister urges Courts to handle such cases expeditiously based on precedent. He quotes the Case of Uganda Vs Ssekabira and 10 others where Justice Ralph Ochan made a land mark ruling.
“We cannot stand by and watch prosecutions mounted and conducted in the midst of such flagrant, egregious and mala fide violations of the Constitution,” Ochan said and stopped all proceedings against Ssekabira and 10 others.
Eddie Mutwe was allegedly kidnapped on 27th April, 2025 on orders of the CDF, Gen. Muhoozi and held incommunicado until Monday, 5th May, 2025.
