The rift between Entebbe mayor Fabrice Brad Rulinda and the Municipal Development Forum male youth representative Gracious Mugabi Ahimbisibwe has escalated after the mayor refused to reconcile with Mugabi following the intervention of Wakiso district NRM chairperson Hajj Abdul Kiyimba.
The intervention of Wakiso district NRM boss followed a police case filed by Entebbe mayor Fabrice Rulinda accusing Gracious Mugabi of cyber harassing him on social media platforms.
During a reconciliation process to reconcile the two NRM party diehards , Hajj Abdul Kiyimba pleaded with Mayor Fabrice Rulinda to forgive Gracious Mugabi for the good of the NRM party which both subscribe to. However, in response, mayor Fabrice Rulinda swore not to forgive Gracious Mugabi saying that even if the electors are to judge him by this he is ready to lose the election but so long as Mugabi is punished in courts of Laws.
In the interaction, Mayor Fabrice Rulinda told Wakiso district NRM boss Hajj Abdul Kiyimba that :
“For the good of NRM party Mugabi should stop the habit of soiling my name on social media platforms. I have injected a lot of money in the party which Mugabi has not done.
“I’m going to teach him a lesson so that he can serve as an example to others and I will do whatever it takes to punish him, “mayor Rulinda vowed.
‘Mugabi has been abusing me on social media platforms since 2015 and it’s now 10 years. Whenever he goes on social media platforms he makes sure he insults me with abusive language.
‘Mugabi doesn’t respect anyone and whenever he is on social media he calls me a fraudster and I want him to prove this case against me in courts of Laws, ” angry mayor Rulinda stated. ”
It should be recalled that last month Mayor Fabrice Rulinda filed a case of cyber harassment against Gracious Mugabi at Entebbe police station Economic desk vide CRB: 414/2025.
On April 18, 2025, Detective SP- Dinah Kayesu issued police summons to Gracious Mugabi Ahimbisibwe to appear at Entebbe police Economic desk on April 22, 2025 before detective constable Richard Twongo for statement recording and also requested the accused to come along with any relevant document regarding the alleged cyber harassment case.
However, Gracious Mugabi snubbed the police summons and he has since then gone into hiding. It’s rumored he has already relocated from his residence in Abaita Ababiri zone to an unknown place.
During a telephone interview with this reporter Gracious Mugabi told us that he is aware Mayor Fabrice Rulinda allegedly paid over Shs.6m to Entebbe police to arrest him and produce him before court. However, he has vowed not to surrender himself to police.
