Over 25 civil servants in Namutumba District are under IGG’s investigation over forgery of academic documents with at least 6 already quitting their positions.
The IGG is acting on a petition filed by a whistleblower to investigate the academic bizarre forgeries and promotion of a group of civil servants by the District Service Commission.
According to the information obtained at the district, 6 civil servants including Sub County Chiefs, medical workers, Parish Chiefs and teachers have already quit their offices and duties in fear of being investigated by the office of the Chief Administrative Officer who is acting on the directives of the IGG’ office.
A source that declined to be identified said already some of those implicated in the whistleblowers letter have resigned from their offices whereas others were summoned and they appeared for questioning in relation to the allegations.
The district information officer, Kiire Noah confirmed the information and said investigations are under way. He however declined to give further details.
In another follow up letter to the Deputy IGG, the whistleblower mentions a list of 29 civil servants who were erroneously recruited and promoted to their respective office positions. The positions are “the Sub County Chiefs, Parish Chiefs and Medical and Office Attendants.
“We request for an urgent verification exercise to be conducted by an independent body over the following officers who were erroneously recruited into Public Service under Namutumba Local Government as a result of bribery, corruption, irregular appointment and forgery of academic documents,” the whistleblower said.
Some of the names are Mugoya Daniel (Sub County Chief), Gwiire David (Sub County Chief) and Musiibe Rogers (Acting Principal Town Clerk Namutumba Town Council).
These were recruited by the DSC without any official advert and later on promoted but on merely forged academic transcripts and certificates something which contravenes with the Public Service recruitment and promotion process.
Others are Basima Rachael, Maganda Samson, Waiswa Ashriaf, Kagoda Phillip, Lubiita Michael, Lubiita Alex, Lubiita Allan, Lubiita Michael, Lubiita Ivan, Mudondo Lillian, Tabingwa Vivian, Namuhenge Hilder, Lukoma Denis and Kyaterekera Bernard.
Others are Mugoya Paul, Kyobutungi Naome, Namuwaya Faima, Byawaka James, Bamugemereire Herbart, Igongo Ali and Rose Nakisozi.
The whistle blower says some of these are relatives and family members or have close relationship with the Secretary to the DSC Mr. Ivaibi Charles. The letter further notes that in the list, 10 names have close links with the Secretary DSC and that to the whistleblowers surprise, one of the accused person, was appointed to be part of the committee appointed by the CAO through the Deputy CAO to carry out investigation and verification of the forgeries.
The district LC5 Chairman, Mukisa David Mulondo confirmed the information and hailed the whistle blower for standing bold and for seeking for transparency and putting the district and the DSC to show transparency and accountability as regards recruitments and promotions in the district.
Efforts to speak to the CAO Namutumba about the concern was futile. However we learnt that while acting to the petition, the Deputy IGG Anne Twinomugisha Muhairwe directed the CAO Namutumba to institute an investigation committee over the raised concern.
The CAO Ofwono Emma also directed his deputy to take charge of the investigative committee where the whole investigation process is taking place.
