Mayoral loser – Habib Byamukama Kashilling who has threatened to petition the party secretariat after tailing the race

The two National Resistance Movement (NRM) candidates who lost in the just concluded NRM mayoral party primaries, have challenged the outcome of the party election results.

The two include Michael Mutebi, who came second in the race and Habib Byamukama Kashilling who tailed in the hot party elections.

The two mayoral losers described the polls as fraudulent citing intimidation and onsite voter bribery.

They argue that majority of the people who came to vote were not registered voters in the NRM yellow book but were transported in drones from one polling center to another.

The two mayoral losers accuse the NRM leadership in Entebbe of siding with Mayor Fabrice Rulinda hence causing confusion during the party primaries.

They have vowed to petition the NRM Secretariat to intervene in the said irregularities warning that should their issue not be given immediate attention, they are ready to stand as independent candidates. The duo has set July 28,2025, as the date when they will make their official announcement on whether to run as independent candidates or not.

Mayoral loser Habib Byamukama Kashilling explained that:

“I saw two drones with my naked eyes during broad day light ferrying young girls and boys from one polling station to another. For example at Kakeka polling station where I voted from, I witnessed these irregularities.

‘The results were unfair and I don’t believe in them because in some polling stations like Nakasamba zone, the number of voters exceeded the actual number of registered voters in the NRM yellow book. Nakasamba zone alone has 200 registered voters but the mayoral winner Fabrice Rulinda garnered at this very polling center 400 votes.

” Even the 200 registered voters in the NRM yellow book at Nakasamba polling station didn’t all show up to vote .

“We want the NRM secretariat and the national chairperson Gen. Museveni to intervene in this issue. We strongly believe fielding candidate Fabrice Rulinda in the 2026 mayoral polls will give the opposition a big advantage to win mayoral race.

‘ I want the President to come out clearly and explain to us if it’s true he sent his cohorts who ordered NRM voters to vote Fabrice Rulinda or there are some selfish individuals trying to soil the President’s name .

On the other hand, NRM mayoral loser Michael Mutebi Kabwama who in 2020 won the party flag for 2021 mayoral race said he is determined to stand for mayorship in 2026 despite having lost in just concluded party primaries.
