Police in Tororo district have arrested Moses Lorika, the Tororo Municipality Town Clerk, and Francis Okema, the municipal engineer, for failing to account for 1 billion shillings meant for road repairs for last financial year 2024/25
According to Moses Mugwe, the Bukedi South region police spokesperson, the two officials were arrested on Tuesday, 12th August, 2025 and are being detained at Tororo Central Police Station.
The arrest follows a recent roads committee meeting chaired by MP Emmanuel Otaala, Chairperson District Roads Committee which revealed that only 50% of the works were done despite the entire budget being spent.
Otaala noted that most of the roads meant to be repaired in the municipality had not been worked on, sparking concerns about the mismanagement of funds.
Sadiq Bategema, the Tororo Resident District Commissioner stated that the two officials would face charges of abuse of office and causing loss to the taxpayer after the investigation.
