MBALE CITY
The Head of Public Service and Secretary to Cabinet, Lucy Nakyobe has ordered for the immediate arrest of former Mbale City Clerk over properties lost at Mbale City during his tenure as City Clerk.
The order follows concerns raised by local authorities on Thursday, 18th September, 2025 at a Baraza held at the Industrial City Division in St Denis Catholic Church, Nauyo.
Nakyobe said Ambrose Ochen should be arrested to provide answers to City properties like a Shs40M generator, computer laptops in the City clerk’s office and Demonstration televisions sets in the city chambers.
Locals are questioning how these properties could have been stolen by thieves yet the doors were locked.

Nakyobe tasked the Permanent Secretary of the Ministry of Local Government, Mr Ben Kumumanya to act with immediate effect.
Just last week, Mbale City Mayor Casim Namugali raised similar concerns saying the Mbale City technical staff must colluded with thieves to steal City properties.
“We have thieves both outside and inside the city council. It was a planned move to just break the wall but it’s not where the generator passed,” said Casim Namugali.
Cassim says that when he started working as Mbale City Mayor, they are many findings that they discovered.
“When we were rehabilitating the clock tower, we came to discover that the engine and several original things inside it had been stolen and it was more powerful, but the one we replaced was somehow weak, but we wanted it to work,” says Cassim.
He also revealed that when they started processing the land title for Bugwere road market, they found out that there was a section of people who had already processed fake land titles and had started sharing the market.
