Uganda, Russia to Hold 3rd Inter-Governmental Commission in Kampala

Uganda and Russia are set to hold the 3rd Intergovernmental Commission on Economic, Scientific, and Technical Cooperation at Speke Resort Munyonyo from October 7–8, 2025, with delegations expected on October 5.

 

The Commission is expected to strengthen trade, technology, energy, and investment partnerships, while reviewing progress on agreements signed during the 2018 session in Moscow.

 

Uganda’s Ambassador to Russia, Moses Kizige, revealed that more than 23 MoUs are currently being processed across sectors such as agriculture, science, and tourism.

 

Officials say the partnership will provide Uganda with greater opportunities to access international markets, attract foreign direct investment, and position itself strategically in global trade.

 

The Commission comes as Uganda consolidates its membership in BRICS, a bloc of emerging economies controlling over 70% of global natural resources.

 

Uganda continues to benefit from scholarships and training programs in Russia, while Moscow has opened its market to Ugandan products such as coffee and minerals.

 

In addition, tourism has been highlighted as a key sector, with Uganda seeking to attract more Russian visitors and investors through infrastructure development and site promotion.

 

Russian Ambassador to Uganda, Vladlen Semivolos, noted that hosting the Commission underscores the strategic impact of Uganda–Russia ties.

 

The Business Conference will feature plenary sessions, business-to-business meetings, and exhibitions, providing a platform for both governments and private sector players to foster stronger bilateral partnerships.
