A Director of a Private Primary School located in Kisugu parish, Makindye Division, Kampala City has been arrested for allegedly administering fake PLE Exams to his pupils and later issuing fake results.

Wafula Ivan, aged 34 years and School Director of Earnest Nursery and Primary school was arrested on Monday, 27th October, 2025 for the offences he committed in 2020.

According to Patrick Onyango, the Kampala Metropolitan Police Spokesperson, Wafula purported to have registered P7 candidates from his school for Primary Leaving Examination (PLE), and took them to unknown place in Busia district to do PLE.

He says the place the candidates were taken to was an unidentified place that he claimed was a school where they were given Exams, which was purported to have been from Uganda National Examination Board whereas not.

One of the affected students, now facing non-registration for UCE says while they were doing the purported PLE, Wafula was their only supervisor with the other official being the Cook.

“After the purported Primary Leaving Examination, the children were brought back to Kampala and handed to the parents,” says Onyango in a press statement dated 28th October, 2025.

When results came back, the director issued the results to the students with recommendations.

The students joined different secondary schools using the same results issued by Wafula.

However, in 2024, the school Administration of Ebenezer Secondary School requested the students from Earnest Primary School to avail them the original resultslips to register for UCE having failed to access them on the UNEB Portal.

When the students went to Earnest Nursery and Primary school, the proprietor failed to avail them the original resultslips prompting them to report to police.

Police swung into action and started investigating the matter and found out that the examinations that candidates sat for were not PLE of 2020.

Likewise, Nanyuma primary school where Wafula claimed to have registered the candidates from did not receive any candidates for Earnest Nursery and Primary school in Kampala.

Police retrieved the forged recommendations and resultslips and submitted to UNEB for verification where UNEB confirmed the forgery.

Since then, Wafula went into hiding until his arrest on Monday after being on the run for the last two years.
