President Museveni Pledges Budaka Hospital Upgrade, Vows to End Illegal School Fees

President Yoweri Museveni has promised to upgrade Budaka Health Centre IV to a General Hospital, outlining a clear roadmap for improving local healthcare access.

 

President Museveni was responding to a memo read to him during his Budaka District campaigning on Thursday, 13th November, 2025 at Ssaza grounds.

 

According to the President, Budaka currently has 14 of its 20 sub-counties equipped with a Health Centre III, and One Health Centre IV while six sub-counties currently lack a Health Centre III.

 

The President confirmed plans to fill these gaps, stating that new Health Centre IIIs are planned for Kakori, Kamonkoli, Ikiiki, Kachongo, and Kamuna sub-counties. This will ensure that all 20 sub-counties will eventually have a Health Centre III.

 

Addressing the educational concerns raised in the memo, which also requested support for traditional secondary schools like Bugwere High School, Kamonkoli College, and Ikiiki S.S., President Museveni expressed deep frustration over the continued charging of fees in government schools.

 

President Museveni expressed frustration regarding the charging of school fees despite the government’s free education policy, which he initiated 30 years ago.

 

“Free education… I introduced free education 30 years ago. They are still charging school fees,” the President noted, adding that this practice leads to children dropping out of school and having their futures doomed because of a bad system.”

 

He signaled a post-election focus on resolving the systemic issue of illegal fees:

“When we finish the elections and win, we should really discuss it and see how to make sure these children do not have their future doomed because of a bad system.”

 

He affirmed that the government’s policy remains: one government primary school per parish and one secondary school per sub-county.
