The newly appointed Inspector General of Government (IGG), Lady Justice Aisha Naluzze Aisha Batala, has ordered for the interdiction of Kalungu District Chief Administrative Officer (CAO) Rose Nalumansi, and three other officials on accusations of mismanaging public funds.
The other three officials implicated include ; Ismail Twaha Biggwa -Chief Finance Officer, Sylvia Grace Nakanwagi-District Education Officer and James Muhangi, the Assistant District Engineer.
In interdiction letter dated December 19, 2025, addressed to the Permanent Secretary, Ministry of Local Government, Mr. Ben Kumumanya, the Inspectorate of Government revealed that her office began investigating embattled Nalumansi and three other officials after receiving numerous complaints of alleged gross mismanagement of public funds by the accused officials.
The IGG contends that the said funds were meant for the renovation and construction of twenty-two primary and secondary schools in Kalungu District Local Government as well as the construction of the district administration block in the FY 2024/2025.
“Investigations so far conducted have revealed irregularities in the procurement process, conflict of interest and abuse of office by some district officials leading to shoddy works and financial loss,” IGG stated in her interdiction letter.
Justice Naluzze further disclosed that the four officials have been stopped from carrying out their official duties as investigations into the alleged mismanagement of funds continue.
“Article 230 (2) of the Constitution of the Republic of Uganda and Section 13 (6) of the IGG Act provide that: “The Inspector General of Government may, during the course of his or her duties or as a consequence of his/her findings, make such orders and give such directions as are necessary and appropriate in the circumstances, ” IGG clearly explains the provisions of Law upon which she acted.
