Two senior officials of Luuka District Local Government are spending the Festive season behind bars over alleged theft of fuel meant for Road Works.
The duo; Musisi Rajab, the Ag. District Engineer and Sengoba Daniel, Assistant Engineering Officer/Civil of Luuka District Local Government were arraigned before the Iganga Chief Magistrate’s Court on charges of Conspiracy to commit a felony and Theft of fuel on Monday, 22nd December, 2025.
According to the State House Anti-Corruption Unit that carried out the investigations and arrests, the accused and Kayeyera Bernard, an Assistant Engineer, who is still on the run, in the FY 2024-2025 in Luuka District, misappropriated fuel valued at UGX 222,396,900/= meant for road works under the UGX 1 Billion Road Maintenance Grant.
The fuel was meant for works on various roads including, Busanda-Ikumbya Road, Busalamu–Waibuga Road, Ikumbya–Nantamali Road, Bukoova – Nawaka Road, and Kyanvuma – Wandago Road.
The three Engineers; Musisi Rajab, Sengoba Daniel, and Kayeyera would allegedly inflate fuel required for different road projects and then later misappropriate the fuel by drawing it irregularly or issuing it to private individuals, outside the planned works.
“To cover up, the Engineers would then connive with different fuel station managers to falsify accountabilities purporting to have issued the fuel to drivers under the Works Department for road works, which drivers denied having consumed the said fuel,” says the SHACU statement.
In addition, a one Muduuli George, Head Teacher, Tabingwa Primary School has been charged for extorting from job applicants during recruitments in the district.
Muduuli is implicated in different cases where applicants paid between UGX 5.7M and UGX17M for various positions in the district. He purportedly paid the said amount to members of the District Service Commission to secure jobs for the different victims for jobs.
Investigations are ongoing on the involvement of members of the service commission in this among other corruption cases in the district. They have all been remanded till 8th January 2026.
