A businessman has been arrested and arraigned before the Buganda Road Chief Magistrate’s Court over alleged theft of money belonging to Uganda Liberal Teachers Savings and Credit Cooperative Society given by President Museveni.
Muhandiki Andrew appeared before court on Tuesday, 23rd December, 2025 on charges of theft and remanded until 14th January, 2026.
According to the State House Anti-Corruption Unit, Muhandiki together with others still at large, in May 2025 in Kampala City, fraudulently took Shs815,000,000 belonging to the Uganda Liberal Teachers Savings and Credit Cooperative Society by withdrawing it from the SACCO account without permission.
Muhandiki entered into a fake agreement for services with the former SACCO leaders (his accomplices) in which they purported to have contracted him on behalf of the teachers SACCO to allegedly develop land in Kyangwali measuring approximately 500 acres that the same SACCO leaders had purportedly bought at UGX 2.75 Billion but the land was also found to be non-existent.

The accused joins the chairperson, Mutesasira Evans Kaganizo and secretary, Mr. Twinomujuni Nathan Kakson and others who were earlier charged for the misappropriation of over Shs3.6 Billion, part of Shs20 Billion that was granted to Teachers’s SACCOs by H.E the President to improve their welfare.
Earlier in March, 2025, the State House Anti-Corruption Unit (SH-ACU), working with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP), arraigned Mr. Mutesasira and Mr. Esiingwa Hassan Maganda, a businessman and Director of Hansem Technical Services Limited, before the Buganda Road Chief Magistrates Court.
The two face charges of obtaining money by false pretence and conspiracy to defraud over UGX 1.35 billion.
Investigations revealed that Mr. Kaganizo and others still at large misappropriated over UGX 3.6 billion, part of the UGX 20 billion grant extended by H.E. the President to teachers’ SACCOs to improve their welfare.
Upon receipt of the funds, the SACCO Chairperson, together with Mr. Twinomujuni Nathan Kakson (Secretary), engaged in questionable transactions, including:
Purchase of land in Kira Municipality at UGX 1.3 billion.
Purchase of 500 acres of unidentified land in Kabwoya, Kyangwali, Kikuube District at UGX 2.75 billion from Hansem Technical Services Limited.
Acquisition of motor vehicles worth over UGX 250 million.
On 16th December 2024, an installment of UGX 1.35 billion—part of the UGX 2.75 billion land transaction—was paid into the account of Mr. Hassan Maganda, raising red flags that led to the suspects’ arraignment.
