Activist Sarah Bireete Charged with Unlawful Disclosure of Voter Information

Sarah Bireete, the Executive Director of the Centre for Constitutional Governance (CCG), has appeared before Buganda Road Court today Friday 2nd December 2025 and charged with Unlawful Obtaining or disclosing of personal data contrary to section 35(1)and (2) of Data protection and Privacy Act, cap 97 following her arrest by security agencies on Tuesday, December 30, 2025.

 

On the charge sheet seen by this publication, Sarah Bireete and others still at large between the month of January 2025 and December 2025 at various places within Uganda including Kampala, Mukono and Wakiso districts unlawfully obtained or disclosed data to wit, national Voters’ information, controlled or processed by the Electoral Commission without prior consent of the said Electoral Commission.

 

Bireete, 49, resident of Kiwango-Namwezi Village, Bukerere Parish, Goma Sub-county in Mukono District, was arrested at her home on December 30, 2025, by Kampala Metropolitan Police following heightened scrutiny of her election monitoring activities ahead of the January 15 general elections.

 

Bireete’s legal team has not yet publicly responded to the charges, and her next court appearance is expected to address bail and procedural matters. She has been remanded to Luzira until January 21.

 

Bireete is a lawyer and election observer who chairs the East and Horn of Africa Election Observers Network and the Global Network of Domestic Election Monitors.
