A Contractor carrying out renovation works at Namwanzi Primary School in Kalungu District has been forced to reconstruct a defective wall that was discovered by the IGG.
Lady Justice Naluzze Aisha Batala made the discovery during her inspection visit to assess ongoing and completed construction and renovation works implemented by the Education Department of Kalungu District Local Government (DLG) during the Financial Year 2024/2025.
The directive was issued during the IGG’s inspection of selected school projects in Kalungu District on 13th February 2026.
During the inspection, the IGG observed several defects on the classroom block at Namwanzi Primary School, including: Front wall bending outward, suggesting possible structural instability, use of low-quality damp proof course (DPC) polythene, which could weaken the structure over time and poor-quality foundation bricks reportedly made from loam soil instead of the recommended burnt clay bricks.
In response, the IGG directed that the District Engineer urgently assess the structural integrity of the building, prepare a comprehensive technical report and that the affected front wall be demolished and reconstructed in accordance with approved engineering standards.
She also directed that only quality burnt clay bricks be used in the reconstruction and all corrective works be properly documented with photographic and video evidence during demolition and reconstruction insisting that all identified defects be fully corrected before commencement of Phase II works.
The IGG also inspected Kabukunge Muslim Secondary School and Kitamba Primary School as part of the oversight visit.
She was accompanied by the Director Anti-Corruption, Mr. Lugolobi Robert; the Director Ombudsman Affairs, the Head of Masaka Regional Office, Mr. Agaba Samuel; the Supervisor Strategic Partnerships and Public Relations, Farouk Kayondo among other officials.
