NIRA Official Charged over Unlawful Disclosure of NIRA Data

A Registration Assistant with NIRA- National Identification and Registration Authority has been arraigned before the Standards, Utilities and Wildlife Magistrate’s Court at Makindye on charges of Unlawful disclosure of NIRA data; and unlawful processing of personal data without consent.

 

Court heard that on 4th/December/2025 Kaaya Douglas alias Kasozi a resident of Buziga in Makindye, with others still at large, at NIRA Offices in Makindye -Kampala District, disclosed National Identification Card details of a one Nabulime Scovia to a one Umar Bashir without the authority’s consent.

 

Unfortunately Nabulime Scovia’s demise features in a story generated from BBC investigations which discovered how Ugandan girls are taken into prostitution in Dubai and other Arab Countries.

 

According to that story, Nabulime was taken abroad and she died there; her body has never been brought back to Uganda.

 

On Wednesday 6th May 2026 he was produced before Grade One Magistrate Asuman Muhumuza of the Standards, Utilities and Wildlife Court; who remanded him to Luzira prison until 18th/May/2026 for trial to start.

 

Prosecution’s Shafik Kanyerezi has informed Court that investigations in this case are complete and applied for a hearing date to be fixed. Kaaya Douglas has denied the charges.
