As the swearing-in of LC3 Chairpersons nationwide ends today, Friday, 29th May, 2026, according to the Electoral Commission’s roadmap, drama has unfolded in Bumbo Sub County in Namisindwa district after former LC3 Chairperson, Anthony Busolo refused to hand over office and government items.
According to Ministry of Local Government guidelines, the District Local Government, LC5 Chairperson hands over instruments of power and office items to the Chief Administrative Officer, and the LC3 hands them over to the Sub County Chief a few days before the swearing-in of the newly elected person.
Busolo however refused to hand over the government motorcycle, the Local Government Act, the Constitution, and the file, for unknown reasons.
While speaking to the media today during the swearing-in function of Bumbo Sub County LC3 Chairperson, Brian Wekesa, the Sub County’s Chief said the former LC3 only submitted the stamp to him during the budget approval for the 2026/27 financial year last month but has refused to hand over office officially, as the law requires.
Wekesa said he has written several letters to him to return the motorcycle and other items, but there has been no response to the date.
The new LC3 of Bumbo, Fred Sally, said it is unfortunate that his colleague refused to hand over office officially and also refused to hand over office items.
He said it will be hard to execute his work since he does not have the Constitution, the Local Government Act, or the motorcycle.
Sally urged district leaders to intervene and force the former LC3 to hand over the items so he can carry out his duties as required.
However, the Chief Administrative Officer (CAO) of Namisindwa, Joseph Lomongin, has condemned what the former LC3 Chairperson has done, saying the motorcycle is government property.
He pledged to follow up the matter and urged the new chairperson not to lose hope, saying he will do what it takes to recover the motorcycle.
However, when contacted on phone, Busolo refuted the allegations saying he has not refused to hand over the motorcycle, arguing that it has mechanical problems and is parked at Bumbo Town Council. He said he will hand it over to the sub county any time it is fixed.
The Chief Administrative Officer concluded the swearing-in of LC3 Chairpersons in other sub counties, including Bukokho, Bumbo town council, Bukiabi, and Lwakhakha Town Council.
In an interview, John Wekasa, LC3 Chairperson of Bukokho who was sworn in, urged the district to create more sub counties such as Bunamulingi, Soono, and Kabole from Bukokho, saying it is too large with a population of over 20,000 people, making service delivery difficult.
Joseph Kamuli of Bumbo Town Council pledged to improve street lighting to enhance security and enable business people to operate at night.
Simon Wanyonyi Chama, LC3 Chairperson of Bukiabi Sub County, also pledged to fight cross-border cattle theft, since the area borders Kenya.
Emma Bwayo, the Namisindwa District LCV Chairperson, urged the sworn-in LC3 Chairpersons to work hard and deliver for their people, as they pledged during the campaign for the development of Namisindwa District.
