Police in Namisindwa District have arrested a Community Development Officer and her husband for allegedly using residents’ National ID NIN numbers to fraudulently access about Shs8 million under the Parish Development Model (PDM) program
The suspects have been identified as Barbra Namono, CDO of Bukhaweka Town Council, and her husband Wilberforce Bwayo, both residents of Bukiabi Sub-county. They were picked up on Tuesday, 2nd June, 2026 and are currently detained at Namisindwa Central Police Station.
According to Addie Rich, the District Police Commander, the pair face charges of fraud and misappropriation of PDM funds. They are expected to be taken to court to answer charges of fraud and illegally getting PDM funds which breaks the guidelines.
Joseph Lomongin, the District Chief Administrative Officer, condemned the incident and said it is illegal for civil servants to benefit from the PDM.
“I have directed the district IT officer to print out names of all district staff including teachers, parish chiefs, CDOs, sub-county chiefs, nurses, and politicians who have accessed PDM money, before we take serious action,” Lomongin said.
He noted that civil servant interference has undermined PDM performance in Namisindwa and vowed that those found culpable will face disciplinary measures.

Let our people calm down and trust our internal processes. But using someone’s documents minus consent is criminal and our staff should avoid that
In April, the Office of the Chief Administrative Officer Namisindwa published over 500 names of head teachers, deputy head teachers and education assistants who received the PDM funds and asked them to refund with interest before 20th April, 2026 where some are currently paying back in bits after district leader’s meeting resolution.
