Butaleja district councilors have passed a motion to suspend activities of the District Service commission, citing gross irregularities.
In the emergency council held on Thursday, 4th June, 2026 and chaired by Hon. Bashir Mugoya, district speaker in the health board room, Damba Augustus, the district vice chairperson and leader of government business, tabled the motion to suspend all the activities of the District Service commission chaired by Mr. Phillip Kalyebi.
Damba, reported that the commission has regularly ushered in unauthorised persons with uncertain intentions, making them suspect that such people smuggled some names for shortlisting.
Elvis Were, the LCV, in his submission said that he was guided by the Butaleja district Chief Administrative Officer, Mike Yoga, to suspend the activities of the Butaleja District Service commission, because such lack of confidentiality, with signs of corruption needed thorough investigation by the Police and Inspectorate of General Government(IGG); only possible with the minutes of the council.
Were, also reasoned that the District, needs a fully constituted Service commission to carry out the recruitment by June 30, arguing that the available under staffed commission has no ability to meet the deadline.
He, however, regretted that the 1.8 Billion which was allocated for the recruitment shall be returned to the Consolidated Fund but promised to work hand in hand with the CAO to write a requisition for the money to be re-voted.
The LCV chairperson, nevertheless, said that he shall not tolerate corruption in his regime, affirming that he was entrusted by the Butaleja people with massive support because they saw Elvis Were, as their saviour.
On Friday, the Butaleja district executive halted the recruitment exercise on the allegations that Butaleja District Service commission had an open gate for anyone-yet there’s need for confidentiality.
