The Deputy Inspector General of Government (IGG), Dr. Patricia Achan Okiria, has warned the newly elected Entebbe municipality councilors against violating the leadership code of conduct by engaging in prohibited acts that are likely to compromise their honesty, impartiality and integrity. She made the call on July 13, 2026, while inducting over 50 newly elected councilors for Entebbe Municipality.
Dr. Patricia Achan reminded the inducted councilors that they are answerable to people, they hold public offices in trust of the people and that they should apply lawful measures to combat and eradicate corruption and abuse of office.
“Accountability is not optional but mandatory. So, you should promote adherence to the rule of law and principles of natural Justice,” Dr. Patricia Achan clearly explained to councilors.
Dr. Patricia Achan challenged councilors to avoid favoritism or nepotism, conflict of interest on top of fulfilling their commitments and responsibilities.
“Do the right thing and treat everyone with respect and fairness. You should also take responsibility of your shortcomings, follow rules and procedures and above all, maintain confidentiality in your interactions,” Dr. Patricia appealed to councilors.
She further implored councilors to embrace leadership principles and take leadership as a responsibility not a privilege.
“I urge all councilors to be keen on service delivery, be able to monitor service delivery and to ensure total adherence to the principles of integrity in execution of their duties,” Dr. Patricia Achan tasked councilors to be keen on service delivery.
Dr. Patricia Achan further revealed that her office received some complaints on unfair allocation of lock up shops in Kotoro Taxi Park but following the intervention of her office, the matter was adequately resolved adding that the few remaining cases will soon be resolved and well addressed.
She, however condemned acts of syndicated corruption saying the corrupt officials use syndicate to swindle public funds. On this note, she reported recovery of Shs.76 billion in the last financial year adding that the recovered money was sent back to the consolidated fund.
“This is a tremendous contribution and currently we are enhancing the prosecution arm of the inspectorate of government. We are now handling high impact cases,” Dr. Patricia Achan revealed.
The Entebbe Municipal Town Clerk, Emmanuel Gacharo Mugisha, said the induction training was meant to equip the newly elected councilors with adequate knowledge and skills for effective service delivery in execution of their duties and mandate.
He said after induction of councilors, council will convene and constitute an Executive committee on July 22, 2026.
Regarding the disputed lock-ups in Kotoro Taxi Park, the Town Clerk said the matter was resolved amicably but to his surprise more new complaints continue to emerge.
Councilor Nyansio Mutebi, who was allegedly accused of allocating himself more than five lockup shops in Kotoro Taxi Park, appreciated the induction training saying it will greatly impact on his fellow councilors in terms of self-respect and respect for one another.
