Kapelebyong District leadership has categorically declined to commission a defective classroom block at Alaso Primary School, located at Akoromit Sub-County, citing blatant shoddiness, structural compromise, and gross breach of contract.
The LCV Chairperson, Jacqueline Ajego condemned the project as “an outright case of corruption and economic sabotage” that her administration will not tolerate under any circumstance.
During an on-site inspection, today, Thursday, July 23, 2026, Ajego noted critical structural defects that include: Cracks on the floor slab, minimal preservative treatment on roof timbers, defective doors and windows that are non-functional and substandard cement mix ratios during construction.
She warned that, the facility “will not withstand 5 years” and poses a direct risk to learners.
The Deputy CAO, Shaineh Nelson corroborated the findings and questioned the absence of the contractor during inspection, terming it unprofessional and suspicious.
The DISO, Fred Bakibinga further quashed the works as fraudulent and unacceptable, calling for immediate administrative action.
The project, executed by “Star Saviour Enterprises Limited”, a local firm owned by Oculi Joshua, was funded to the tune of Shs89, 175,538 from the Education Development Grant (EDG) for FY 2025/2026.
Community members accused the district technical staff of collusion and negligence, alleging a pattern of awarding contracts to unscrupulous and greedy contractors who deliver substandard works.
The NRM District Chairman, Ipalat Patrick demanded that culprits be exposed, blacklisted, and permanently barred from government contracts.
The district reiterates its stance: zero tolerance for graft, and full accountability for every shilling of public money.
