A heated disagreement emerged during the election of the LC2 Chairperson for Akwangalet parish in Kagwara Town Council, Serere District on Monday, 10th August, 2026.
The eleven-member LC1 committee of Akwangalet village found themselves at odds with their counterparts from Aguli village when they refused to acknowledge Haggai Odikor, the chairperson for elder persons in Aguli, as a valid voter in the election.
Members from the Akwangalet LC1 committee contended that Odikor, who was recently appointed as the general secretary for Akwangalet parish and holds another position at the sub-county level, was ineligible to cast a vote in the LC2 Chairperson elections.
Conversely, the Akwangalet committee insisted that Odikor should be allowed to vote, arguing that it was unjust for only their ten members to participate while Akwangalet had all eleven members present.
For the LC2 Chairperson position, Aguli village had nominated Peter Ebegu, while Akwangalet village put forward Moses Obeke, the secretary for land and environment.
Odikor acknowledged his roles at the sub-county level under the NRM party but felt that he should still be allowed to vote, proposing that both sides have equal representation of ten votes to ensure fairness since each side had a candidate.
Obeke, who is eager to retain his position as LC2 chairperson and is from Akwangalet, stated that it was their privilege to have all eleven voters participating but maintained that Aguli should solely have their ten.
Ebegu, representing Aguli, expressed that reducing their number of voters was unfair, especially when he aimed to address the rampant issues in the community if elected.
Robert Opolot, the Electoral Commission sub-county supervisor, confirmed the discord that even necessitated police involvement and attracted the attention of the district EC returning officer, Ronald Nsereko.
As the day progressed, the district returning officer ultimately decided to permit all eleven committee members from both sides to vote. In a surprising turn of events, each candidate received eleven votes.
The EC will now determine the subsequent steps regarding who will assume the position.
