The LC3 chairperson of Nalwanza Sub County and two leaders of Bumakita PDM SACCO have been arrested over allegations that they diverted Shs1 million belonging to a beneficiary under the Parish Development Model (PDM).
The suspects who were arrested on Wednesday, 16th September, 2026 are Constant Mutayi, LC3 chairperson of Nalwanza Sub County; Patrick Mutayi, chairperson of Bumakita PDM SACCO; and Nathan Wanyina, the enterprise chairperson.
They were held at Bududa Central Police Station following allegations that a national identity card belonging to Grace Khainza was used to access her PDM funds, which were allegedly sent to a phone number registered in Constant Mutayi’s name.
According to Khainza, she handed her national ID to Wanyina after seeking assistance to access PDM funds.
She said Wanyina later told her to wait because the number of beneficiaries for that particular round had already been filled.
Khainza said that after some time, she asked Wanyina to return her ID so that she could seek assistance from another PDM SACCO within the sub-county.
However, upon reaching officials of Buwakiyu PDM SACCO, she was allegedly informed that her ID had already been used to access PDM funds and that the money had been sent to a phone number belonging to Mutayi.
She subsequently reported the matter to Bududa Central Police Station.
Bududa District Police Commander Barnabas Banyenzaki confirmed the arrests, saying investigations were still ongoing.
He said the suspects would be produced in court at an appropriate time once the investigations are completed.
By the time of filing this story, the case file had been forwarded to the Resident State Attorney for scrutiny.
