The Office of the Resident District Commissioner (RDC), Mbale District has kicked off a massive inspection of government fleet in the district, starting with motorcycles assigned to Health Facilities In-charges, Health Assistants and Askaris.
The exercise, which started on Wednesday, 16th September, 2026 was led by the Deputy Resident District Commissioner, Kashaka Sam, together with his Assistant, Ntenge Ismail, and the Acting District Health Officer, Buyela Isaa Mustafa.
According to Kashaka, the inspection was organized to establish how civil servants are handling government property, following reports that some officials have turned government assets into personal property and are using them for personal duties instead of official government work.
Findings from the inspection revealed that out of 65 motorcycles expected to be on the ground, only 51 were physically presented, while 14 were missing.
Giving a further breakdown, Kashaka disclosed that out of the 14 missing motorcycles, 5 were reported as lost. Of those five, only 3 cases were officially reported to police and statements recorded, while 2 cases were never reported at all.
He said the inspection is necessary to enforce accountability and to ensure government assets serve their intended purpose.
“This inspection is meant to see how civil servants handle government properties because some of them have resorted to making them personal and performing personal duties but not government duties,” Kashaka said.
The Deputy RDC also expressed concern over late-coming and absenteeism among some In-charges and Health Assistants, who claim they lack government transport, yet inspection findings show that some health facilities have more than two government motorcycles.
He advised all civil servants in the district to handle public assets entrusted to them with care so that they can effectively enhance their capacity to serve the people.
Kashaka condemned the habit of some officials who misuse government assets and warned that any official found abusing government property shall be dealt with accordingly.
He commended those who are using the assets responsibly to serve the people and pledged his continued support to such dedicated officials.
“Those who dodge inspection will be dealt with as per the law because the bikes are government property,” he said.
He also issued a stern warning that any civil servant who neglects or deliberately avoids the ongoing inspection exercise will be arrested.
He said the RDC’s office, in collaboration with other accountability and security agencies, will continue with impromptu inspections across all departments to ensure all government property is accounted for and properly utilized for the benefit of the people of Mbale District.
