Napak District authorities have banned illegal charging of school fees and other unauthorized funds in all government aided schools.
The ban is contained in a letter dated 17th September, 2026 authored by the Chief Administrative Officer, Robert Abia Owili and addressed to all head teachers of government aided Primary, Secondary and other institutions.
Abia says that in the recent local engagements with the community by the district leaders, locals raised the issue of illegal collection of school fees and other charges in government schools.
Abia identifies the illegal charges as PTA contributions, Development fees, examination fees, remedial lesson fees, registration fees, boarding fees, cement and other items fees.
Consequently Abia directs the District Education Officer to oversee the directive, supervise and ensure compliance warning that non-compliance by head teachers shall attract punitive action.
The letter is also copied to RDC, LCV Chairman, DISO, DEO, Chairpersons Board of Governors, School Management Committees and Principal Internal Auditor.
Appreciating the CAO’s action, the Minister for Local Government, Hon. Balaam Baruhagara posted on his X-Handle saying all other local governments should borrow a leaf from Napak.
“Thank you Napak District. Other local authorities/ districts should emulate you. All charges should be voluntary and approved by the ministry of Education. It’s a painful decision but let’s protect and promote UPE and USE program to enable even the most poor attain education,” writes Balaam.
