The Mufti of Uganda, Sheikh Dr. Shaban Ramadhan Mubaje, has appointed the deputy District Kadhi, Sheikh Rashid Omujaju as the acting district kadhi for Kumi Muslim District, which encompasses the political districts of Ngora, Bukedea, and Kumi.
Sheikh Omujaju’s appointment follows the recent promotion of Sheikh Wahab Kauta, who served as the district Kadhi of Kumi for a decade.
Sheikh Kauta has taken on a new national role at the Uganda Muslim Supreme Council (UMSC) headquarters at his own request, a decision that the Mufti graciously accepted.
A letter from the UMSC), dated September 16th, 2026, officially addressed to Sheikh Omujaju, details that his role as acting district Kadhi is on a one-year probation, pending the approval of the Majlis Al Ulamaa.
The letter states, “In accordance with Article 5 and 19 (2) (a) of the UMSC Constitution, I appoint you as Acting District Kadhi of Kumi Muslim District, North Eastern Muslim Region on probation of one year pending approval of Majlis Al Ulamaa.”
The letter also outlines that the appointment adheres to the UMSC Constitution, the Muslim regional Administration and Governance Guide, as well as other administrative instructions and standing orders.
Sheikh Omujaju’s official start date is September 16th, 2026, with his duties clearly defined under Articles 19, 20, and 21 of the UMSC Constitution. His salary and benefits will be determined according to the district council resolutions.
On September 24th of this year, Sheikh Umar Abubakar Obilan, the Regional Assistant to the Mufti (RAM), confirmed the appointment, stating that Sheikh Omujaju acknowledged and accepted the terms and conditions in writing within the seven working days following receipt of the letter.
This correspondence was also shared with the Secretary General of UMSC, the Secretary for Religious Affairs at UMSC, RAM, and the district chairperson for Kumi Muslim District.
The role of the district kadhi is vital, serving as the spiritual and administrative leader of the local Muslim community. The kadhi is charged with overseeing Islamic affairs, education, and fostering relationships with the government and other faith communities.
