The Anti-Corruption Court has remanded Consul General at the Consulate General of the Republic of Uganda to Mombasa, Kenya on allegations of causing financial loss of Shs494,097,270 to the government of Uganda.
Ambassador Herbert Kiguli who appeared before His Worship, Christopher Opit on Monday, 5th October, 2026 was sent to Luzira Prison until 7th October, 2026 when he will return to court for bail hearing.
According to the Inspectorate of Government which had earlier arrested the Diplomat, Kiguli committed the offense between 9th and 10th of September, 2020 while serving as Commissioner Human Resource Management at the Agriculture Ministry.
The IGG alleges that Kiguli originated and signed on behalf of the Principal Bukalasa Agricultural College, 5 requisitions amounting to Shs614,768,000 resulting in the financial loss of Shs494,097,270 to the government of Uganda.
“At the time, the funds were not budgeted for or expected by the College and there was no valid Memorandum of Understanding governing its financial relationship with the Agriculture Ministry,” reads the IGG statement in part.
The IGG explains that the funds misappropriated by the Diplomat were earmarked for various activities in the Ministry of Agriculture but were not utilized due to Covid-19 restrictions.
