Government Bans Certificate Level Workers in Local Government

The Government of Uganda has stopped recruiting individuals with certificate-level education for all positions in local governments.

 

This was revealed by Regina Mabonga, Assistant Chief Administrative Officer of Mbale, on Saturday, 25th October, 2025 during IMSAT Graduation ceremony held at Green Gardens Hotel in Mbale City.

 

While representing the Mbale District Chief Administrative Officer (CAO) as the chief guest, Mabonga read a message urging all graduates to pursue further education to enhance their competitiveness in the job market.

 

Sam Mutinyu, Principal of IMSAT Institute, congratulated the students on their graduation, marking the institute’s 13th graduation ceremony. He also advised the students to pursue further studies to stay competitive in the job market.

 

Hadija Nagudi and Peter Wobusama, two of the graduates, expressed their gratitude to their parents for investing in their education.

 

They urged Parliament to pass a wage bill that would enable private sector employers to pay their workers reasonable salaries on time.

 

Over 100 students at the institute of management science and technology IMSAT graduated in different disciplines at diploma and certificates.
