Leaders in Mitooma District have approved a proposal to create a new administrative unit; to be named Bitereko District, a move that would see deputy speaker Thomas Tayebwa and Internal Affairs Minister Kahinda Otafiire fall under different districts.
During a council session held on April 29, 2026, councillors said communities in Ruhinda North, Tayebwa’s constituency face difficulties accessing services due to long distances and poor road networks linking them to the district headquarters.
Once approved by government, the proposed changes would place Tayebwa in the new Bitereko District, while Otafiire would remain in the existing Mitooma District.
Otafiire is the current Minister for Internal Affairs and one of the surviving NRA/NRM Historicals while Tayebwa is the current Deputy Speaker of Parliament, both heavy weights in the current government.
