MBALE CITY
National Environment Management Authority has raided a popular hangout in Mbale City over noise pollution.
According to a statement issued today, Thursday, 7th May, 2026, NEMA Eastern Region through the Mbale Regional office carried out the operation on the bar called DA AVENUE LOUNGE located along Church Road in Senior Quarters, and next to Mt. Elgon Hospital in Mbale City.
The early Thursday raid followed complaints raised by the community and the subsequent non-compliance with the improvement notices served earlier. The operation resulted into impounding of speakers, DJ turn table, amplifiers and other equipment.
Noise and vibration are regulated under the National Environment Act, Cap 181, through the National Environment (Noise Standards and Control) Regulations, 2003. These standards, enforced by the National Environment Management Authority (NEMA), aim to protect public health, productivity, and environmental quality.
Exceeding permissible noise limits without authorisation is a punishable offence under the National Environment Act, Cap 181 and the Noise Standards and Control Regulations, 2003.
Penalties include fines, imprisonment, and suspension of activities, with stricter enforcement in silence zones such as hospitals and schools.
The noise limits for Residential area is 55 dB(A) for day time and 45 dB(A), night time running from 10:00PM to 6:00AM.
