A community dialogue on the fencing of Bulucheke Health Centre IV in Bududa District ended without agreement on Tuesday, 11th August, 2026 after health facility management and residents disagreed over the location of an access road.
The meeting was held at Bulucheke HC IV located at Bulucheke Sub County and chaired by the Resident District Commissioner, Namara Solome. It brought together district technical and security officials, health facility representatives, local leaders and members of the community.
Residents requested that the existing access road be maintained. They argued that families in the area have used the route for many years and that it remains a vital link to their homes.
A representative of the affected family also appealed for peaceful coexistence, stressing the importance of keeping the road open.
On behalf of the district, the Acting Chief Administrative Officer, Max Mukula, said the road should not pass through the health facility premises. He proposed opening and gazetting an alternative route to protect the facility from vandalism, threats and encroachment.
RDC Namara Solome urged the community to accept the alternative road so that fencing and other government developments at the health centre are not delayed any further.
The RDC noted that the discussions mainly focused on the access road. Issues such as encroachment will be addressed at a later stage after the community raising concerns.
The DISO and DPC’s office asked the community to remain calm and peaceful as the matter is handled, and assured them that further engagements would be held.
Local leadership LC V representative by Mushango Gilbert expressed optimism that a resolution benefiting both sides would be found. He said both the health facility and the access road are important and called for a solution that considers all interests.
The dialogue highlighted the need for continued engagement between the district, health facility management and the affected families to resolve the matter peacefully while safeguarding both public health infrastructure and community interests.
