Masaka Lands Officer Arrested for Creating Fraudulent Title on Ex-Vice President’s Land

A Lands Officer in Greater Masaka has been arrested over allegations of illegal Titling of land belonging to the former Vice President, Edward Ssekandi.

 

Zziwa Colbert Tamale, the Senior Land Officer at the Masaka Ministry Zonal Office was arrested by the State House Anti-Corruption Unit on Wednesday, 12th August, 2026.

 

 

According to the State House Anti-Corruption Unit statement issued today, Thursday, August 13, 2026, Zziwa is known among the people of Masaka for his involvement in land fraud and dealings with land grabbers.

 

The Unit accuses Zziwa of creating a fraudulent title on land owned by former Vice President H.E. Edward Kiwanuka Ssekandi, this was after, they reduced his land from 83 acres to 34 acres. Zziwa went ahead to partition it into different plots. This land is located in Kyanamukaaka, Masaka.

 

He is facing multiple allegations related to land issues, including the issuance of over 265 illegal titles in greater Masaka on Central Forest Reserve land, Private land, connivance with different land officials among others.

 

Additionally, he has been involved in a scheme to extort money from hundreds of residents in Sembabule under the false pretence of facilitating their free titling process. This is despite the fact that the Lands Ministry has been providing free titles to selected residents, especially those threatened with eviction due to land disputes.

 

Zziwa will be arraigned before court as soon as the investigations are complete on possible charges of Abuse of Office, Fraudulent Procurement of a Certificate of Title, Conspiracy to Commit a Felony, and Forgery.
