The State House Anti-Corruption Unit has today, Wednesday, August 19, 2026 arraigned Otwang Moses before the Chief Magistrate’s Court in Lira District on charges of theft.
Otwang Moses, along with others still at large, is accused of stealing Shs500 million from several victims in Apac District between May 2024 and June 2025. The funds were intended to compensate victims for their lost cattle during the Insurgencies.
In order to remedy the fraud that affected cattle compensation, early this year, government remodeled it to Cattle Restocking where Cabinet approved a flat compensation package of Shs5 million per household across the Lango, Acholi, and Teso sub-regions, replacing historical court-ordered payments for cattle lost during past insurgencies.
