MOROTO
The command of the Uganda Peoples’ Defence Forces (UPDF) 3 Infantry Division has officially transitioned from Major General Wilberforce Sserunkuma to Brigadier General Michael Walaka Hyeroba at the Division Headquarters in Moroto.
The changeover ceremony was led by Lieutenant General Sam Okiding, the Deputy Chief of Defence Forces and Inspector General of the UPDF.
Sserunkuma who has been commanding the division from January 2nd, 2025 has been transferred to command the 4th Infantry Division in Gulu
During the event in Moroto on Friday August 28th, 2026 , Lt Gen Okiding praised Maj Gen Sserunkuma for his significant role in fostering peace and security in the Karamoja, Teso, and Elgon sub-regions.
“I take pride in the fact that you have left the Division in impeccable condition. Thank you for your professionalism and dedication during your command. I wish you the best in your new role,” he remarked.
Brig Gen Hyeroba received a warm welcome into the 3 Infantry Division, with congratulations on his promotion and best wishes for success in his new responsibilities.
Lt Gen Okiding encouraged all commanders and department heads to offer their full support to Brig Gen Hyeroba, enabling him to effectively continue the initiatives established by his predecessor.
In response, Brig Gen Hyeroba committed to building upon the groundwork laid by Maj Gen Sserunkuma, emphasizing his need for cooperation and support from commanders, officers, soldiers, local leaders, and the wider community throughout his tenure.
Lt Gen Okiding expressed gratitude to the people of Karamoja for their ongoing support to the UPDF, asserting that true security must begin from the ground up.
Napak District Chairperson John Paul Kodet also praised Maj Gen Sserunkuma for his service, highlighting his collaborative efforts with local communities and stakeholders in navigating various challenges during his time.
John Baptist Lokii, the Minister of Karamoja Affairs and Matheniko County MP, noted that the event was not only about the transfer of command but also a celebration of the peace and stability achieved in Karamoja.
“We gather here not just for the handover of the 3 Infantry Division, but to celebrate the peace dividends that Maj Gen Sserunkuma and his fellow officers have brought to Karamoja,” Lokii stated.
He acknowledged that insecurity had previously inflicted considerable suffering on the region, but noted that the tranquility currently prevailing is paving the way for development and investment opportunities.
Lokii commended the UPDF and its partners for their commitment, sacrifice, and resilience in restoring peace.
“If not for peace, we wouldn’t be in Karamoja today. This is thanks to the UPDF. Let’s join forces to protect this peace,” he urged, pressing Brig Gen Hyeroba to keep close ties with the community and promising to collaborate with him to ensure ongoing peace and security in the area.
He also called on regional leaders to work hand-in-hand with the UPDF and other security organizations.
The ceremony was attended by Brigade and Battalion Commanders, Heads of Departments, Territorial Regional Police Commanders, the Commandant of the Anti-Stock Theft Unit, Regional Internal Security Officers (RISOs), Resident District Commissioners, District Internal Security Officers, LCV Chairpersons, district officials, local leaders, Lt Gen (Rtd) Andrew Gutti and other stakeholders.
