The Inspectorate of Government has reiterated its directive to the Minister for Justice and Constitutional Affairs, Hon. Norbert Mao to implement its earlier directive to interdict the Register General of Uganda Registration Services Bureau, Mercy Kainobwisho.

In a strongly worded press statement issued today, Monday, 26th October, 2026, the IGG says Minister Mao went against its August, 2026 directive to interdict Kainobwisho over allegations of corruption and instead sent her on mandatory leave.

“The Inspectorate of Government has directed the Minister for Justice and Constitutional Affairs, Hon. Norbert Mao to enforce its earlier directive to interdict the Register General of Uganda Registration Services Bureau, Mercy Kainobwisho,” reads the statement in part.

In the same statement, the IG also directs, Hon. Butagira Francis, URSB’s Chairman Board of Directors to enforce the interdiction of Anganya Alex-Deputy Register General, Kwesiga Arthur-Commissioner ICT and Innovations, and Kule Walid-Commissioner Business Registration.

The latest directive puts the IG and the Minister at direct swords path, since Mao instead of enforcing the August directive to interdict the officials chose to send them on Mandatory Leave with the IGG saying, “which they have remained on to date, exceeding their statutory entitlement.”

The IG also finds fault with Mao for punishing Mr. Agaba Gilbert, the whistleblower by also sending him on Mandatory leave and yet he was not a subject of investigation.

“In the circumstances, Hon. Mao therefore victimized Mr. Agaba by placing him on mandatory leave,” says IGG.

In a direct confrontation, the IGG has ordered the Board Chairperson to ensure that Agaba Gilbert resumes his full duties as Commissioner of Business Registration Services with immediate effect.

The four officials are a subject of investigations on allegations of embezzlement, abuse of office, institutional mismanagement and money laundering.

The interdiction, according to the IGG is to ensure that the ongoing investigations are conducted without interference and in the public interest.

By the time of filing this story, Hon. Mao had not yet issued a statement in response to the latest directive.
