Bugweri Chief Administrative Officer On Spot Over Rampant Corruption

The Chief Administrative Officer for the newly created Bugweri district has come under fire for allegedly being corrupt.


Mukose Jonathan Hose has been accused by a concerned citizen who has written several letters to many government agencies alleging that the CAO is involved in many dubious activities.


In a number of letters sent to various ministries, Waiswa Hassan Munuulo, a resident in Bugweri district listed a litany of financial mismanagement attributed to Mukose.


Mr. Waiswa accuses the CAO of diverting Shs77m meant for the facilitation of the facilitation of the District Service Commission in the civil servants recruitment exercise, failing to spend Shs269m for the construction of a Technical Institute.


He further alleges that the CAO did not consult his top technical staff over the Shs27m planned for the construction of a plant clinic under the production department in this Financial Year.


Also in the letter, Mr. Waiswa says the CAO is Minister for East African Affairs, Kirunda Kivejinja’s underling. Minister Kivejinja hails from Bugweri district.


A list of accusations is endless. However the Ministries in receipt of the complaints include State House Anti-Corruption Unit, Ministry of Local Government, Ministry of Finance Planning and Economic Development.

Other departments copied to are Permanent Secretary for Local Government, Permanent Secretary Ministry of Public Service, and Commissioner District Administration MOLG among others.


However Mukose treated the allegations as baseless.

“Am quite aware of such allegations but they are baseless. What I know is that am very clean man but they have freedom of writing to whichever office they feel like,” Mukose said when contacted on phone.



Since the district begun operation last year in July, it has run without a district council, no district chairman and the CAO almost plays all these political tasks.


Efforts to elect interim district leaders have ended in courts of law.


When contacted, the former Iganga district councilor for Ibulanku sub county but now supposed to be a councilor for Bugweri district, Matambire Yusuf said things are very bad in the district.


He said they passed Shs440m for construction of a district administration block, funds for road construction but nothing has been done.


He said since the district became operational, they have never sat as a district council which explains the poor businesses in the district.


Recently the Resident District Commissioner Iganga, Nalongo Kwesiga Eva and this very CAO clashed over the way to transact businesses by the DSC.  Mukose is one who sourced the DSC from Namutumba District to provide services to Bugweri however the RDC sharply opposed the CAO’s move.
