The Public Service Commission has ordered Namutumba District Service Commission to stop recruitment of staff on behalf of Bugweri District Local Government.
The order is contained in a letter dated 13 July 2020 addressed to the Chief Administrative Officer, Bugweri Johnathan Mukose and signed by the Secretary Public Service Commission, Doctor John Geoffrey Mbabazi.
In the letter Mbabazi also instructed Bugweri district local government to find another district service commission to validate earlier recruitments done by Namutumba District Service Commission on its behalf.
The new district service commission identified will also handle any pending work.
The letter also instructed Namutumba district service commission to forward all appointments handled so far on behalf of Bugweri district local government for authentication by any service commission that will be identified.
According to the communication, necessary disciplinary action should be taken against Jonathan Mukose for failing to provide background information to the appeals lodged with the service commission when requested to do so.
The decision by the Public Service Commission follows earlier complaints by district councilors Hawa Musubika, Frenda Namudiba, Grace Okurut Karim Bageya about the manner in which Namutumba district service commission was being wrongfully used by the Chief Administrative Officer to wrongfully award jobs to people who served his own interests.
Johnathan Mukose when contacted confirmed receiving a similar letter but declined to give details.
“This is a purely an administrative matter why are you interested in it?” he said.
Bugweri district local government has never had a functioning service commission since it was operationalised last year due to lack of political leadership.
