The Soroti City Town Clerk has gone into hiding after failing to pay the city, division councilors and staff allowances for over eight (08) months, this website has exclusively learnt.
Moses Otimong is in hot soup from the angry Soroti councilors who have threatened to stage peaceful protests against Otimong whom they accuse of not paying them their allowances for a period of over eight months.
Sources at Soroti City Council Authorities reveal to this website that Otimong has gone into hiding and now works on remote control with his junior staff.
Isaac Elakuna, the Soroti City Speaker during an interview with this website on Thursday 11th March 2021 evening revealed that, all their desperate efforts to call the attention of the Town Clerk to clearly come out on their remunerations has yielded no fruits.
“We haven’t been paid for eight months yet we have families to run. Members of Council are choking on debts but the Town Clerk seems not to be listening to us. The worst of it he has resorted to absconding from duty,” Said Elakuna
He added that the Town Clerk has illegally stopped the running of Council activities from August 2020 after the City was inaugurated to date.
He further revealed that Otimong has not for the last eight months approved their request to have council sessions.
Esther Arionget, one of the Councilors, also accuses Otimong for disbanding their operations without clear reasons.
“The Town Clerk has always told us that our term in council has been terminated and we are wondering who has issued such orders. Since the inauguration of the city in August, the councilors haven’t sat and no monitoring of Government programs has been done. The Town Clerk is only dealing with his technical staff in running the affairs of Soroti City Council,” Arionget said.
Paul Omer, the interim Soroti City Mayor also revealed that the town clerk who is currently in hiding hasn’t paid the city staff allowances for an unspecified period of time.
“Otimong hasn’t paid all the staff at the city allowances for a long period of time and he has warned all of them not to talk to the media or face being removed from work. My Official car needs less than 400,000/= to repair but the man has decided not to repair the car. This man Otimong is here to kill Soroti City,” Omer said.
He added that the city is currently grappling with finances with the revenue collections dwindling each month.
“The revenue collection has dropped. Otimong’s record of leadership is bad, if I remember well he was chased from Kapchorwa over corrupt tendencies. The man is busy opening washing bays in government owned plots for his own gain. I want to call upon the people of Soroti to squeeze Otimong until he is transferred,” Omer added.
Soroti Residence District Commissioner Robert Adiama recently during an interview had promised to handle the impasse but his efforts have also yielded no fruits with Otimong dodging the slated meetings.
Mr Otimong claims that immediately the city was granted and the circular sent, he had no mandate to pay the councilors.
The State Minister for Local Government, Jenifer Namuyangu also recently told Otimong to consider the council’s decision saying the current government is still running up to May and dissolving them when their term is still running isn’t proper.
