A leaked interview report for candidates who were shortlisted and sat for the interviews for the position of Executive Director, Uganda National Bureau of Standards (UNBS), shows that James Kasigwa Nkamwesiga was not the best.
The report signed off by Charles Musekura, the National Standards Council Chairperson and addressed to the Minister of Trade, Industry and Cooperatives dated 7th May, 2024 has Muyambi Fortunate Benda coming on top with an overall total score of 79.90%.
Muyambi was followed by Segawa Apollo who scored 79.25% with the now appointed Executive Director coming third with a total score of 63.12%.

The same letter recommends that the Minister should appoint one of the best two.
“Reference is made to the job advertisement for the position of Executive Director, Uganda National Bureau of Standards dated 5th January, 2024. The 9th National Standards Council hereby recommends the best two candidates as highlighted in the report,” reads Musekura’s letter.
Others who sat for the interviews are; Ajer Basil who scored 61.46%, Akankiza Samson Mpiira who got 60.46% and Nkwanga Joachim Charles who came last with 46.75%.
Engineer, James Nkamwesiga Kasigwa was appointed the new Executive Director of the Uganda National Bureau of Standards (UNBS) by Francis Mwebesa, the Minister of Trade, Industry, and Cooperatives.
Nkamwesiga is an Electrical Engineer with a long career, having worked with multinational corporations, and private and public sectors.
He holds a Bachelor of Science degree in Electrical Engineering from Makerere University, a Bachelor’s degree in Computer Engineering, and a Master of Science degree in Telecommunication from London South Bank University in the United Kingdom.
He also has a Master’s degree in Business Administration from the Eastern and Southern African Management Institute (ESAMI).
Kasigwa has been serving as the Director of Science, Technology, Innovation Regulation and Biosafety at the Ministry of Science Technology and Innovation, Uganda. He also served as the Commissioner of ICT Infrastructure Development at the Ministry of ICT and National Guidance.
UNBS is mandated to develop, promote, and enforce standards in the protection of public health and safety, and the environment against dangerous substandard products as well as ensuring fair trade.
