Butaleja RDC directs CAO, DEO to Streamline Education, No Fees

Eva Kwesiga, the RDC for Butaleja district on Thursday evening, 26 August 2024, directed the chief Administrative officer and education officer, to cause transfers for teachers who have over stayed in particular schools, promote the teachers who are in the Acting positions, and stop any fees charges in the UPE and USE schools.

 

Addressing the headteachers at Butaleja Secondary school, to discuss how they will run the new academic term, RDC Kwesiga, stated that there is reliable information which pins the CAO of deliberately having refused to promote civil servants to their substantive levels.

 

She directed the office of the CAO to report to her in 7 days explaining why many of the heads of department serve with local appointments, not recognized by the Ministry of Public service.

 

She argued that such officers, appointed by exchange of money, have been leaders of embezzlements in the district, in partnership with those who appointed them into those offices. The affected departments only exclude the education department; Health, Works and Planning, and Finance.

 

Nalongo Eva, also condemned the nepotism (employment of relatives) in the district, stressing her demand for all appointment letters by Thursday.

 

The RDC, also complained about the headteacher who allegedly solicited a sum of 100,000= from each headteacher, for the program of mentoring the teachers. She demanded the immediate refund and demanded the accountability of the money from each and every teacher who ably contributed to the mentorship program.

 

Mike Yoga, the Deputy CAO, and Aggrey Hadali, the district education officer, demanded for the best use of Teachers’ Effectiveness Learners’ Achievements(TELA).

 

They emphasized that the phones which were given to the school heads to capture the details of teachers and learners’ school attendance, has been misused by some heads.

 

Interestingly, two of the headteachers present in the meeting, shamelessly testified that they can’t operate the phones which aid in monitoring the teachers and learners in schools in Butaleja district.

 

The officers also discouraged the teachers from operating mini boarding sections because their facilities don’t measure up.

 

Meanwhile, Rise Namuyanda, the district Councillor for workers who is also the sector secretary for Education, asked the teachers not to reward her with any envelope during her inspection.

 

She said that some politicians had spoiled the name of the council of Butaleja district, to the extent of physically demanding for the share of the capitation grants in schools.
