Teryet High Altitude Training Centre in Kapchorwa district

Leaders from the Sebei sub-region, led by Kapchorwa District Chairperson Evelyn Kubarika, have expressed their bitterness with the recent transfer of the management of the Teryet High Altitude Training Centre.

Originally managed by the Ministry of Education and Sports, the facility, which cost the government a total of Shs27 billion, has now been moved to the National Council of Sports (NCS).

Local leaders are questioning the legality of this shift, claiming it breaches the Memorandum of Understanding between the district and the ministry, and could marginalize local stakeholders.

Kubarika emphasised the district’s pivotal role in the development of the training centre, pointing out that it was the district that initiated the project and secured the land for its construction—a piece of land currently involved in an ongoing court dispute.

She expressed concerns about the district’s future involvement in the facility’s operations, noting the lack of clarity surrounding the new management arrangement.

“We seek to understand whether the National Council of Sports will also inherit the court case which is coming up for hearing in June this year,” Ms Kubarika said.

The sudden shift in management has raised concerns among local leaders, who argue that it could obscure accountability over the “value for money” spent on the project.
